QHSE Specialist (Quality, Health, Safety & Environment)

Your Mission
-
Develop, implement, update, and maintain QHSE management systems aligned with ISO 9001, ISO 14001, ISO 45001, and local regulations, with specific focus on maritime operations.

Deploy, maintain, and continuously improve the Safety Management System (SMS) in full compliance with the ISM Code.

Ensure compliance with key international maritime codes and standards, including ISM Code, ISPS Code, SOLAS, MARPOL, STCW, and MLC 2006, as well as national regulations and flag state requirements.

Conduct comprehensive risk assessments (HAZID/HAZOP), JSAs, ship inspections, and incident/near-miss investigations using root cause analysis; manage follow-up on corrective and preventive actions.

Perform regulatory watch on maritime conventions (IMO) and local HSE requirements; update key documents (e.g., Security Plan, DUER, Safety Data Sheets).

Plan and conduct internal audits (fleet and shore-based), vessel inspections, and prepare/accompany external audits, classification society audits, and Port State Control (PSC) inspections.

Ensure environmental compliance through impact assessments, waste management, spill prevention, pollution control, and monitoring of environmental KPIs.

Maintain quality systems, perform internal audits, supplier evaluations, and drive continuous improvement across operations.

Design and deliver safety training and awareness programs for crews and shore personnel (e.g., H2S awareness, confined space entry, emergency drills, and maritime-specific simulations).

Promote a strong proactive safety culture onboard vessels and ashore, including behavioral safety initiatives.

Represent ICM HOLDING and its subsidiaries during regulatory inspections, audits, classification surveys, and industry forums; advise senior management on QHSE strategy, risks, and required actions.

Develop and monitor QHSE KPIs, prepare performance reports for management and authorities, and manage QHSE documentation.
Profile Required
-
Bachelor’s degree (Bac +3/4) in Engineering, Occupational Health & Safety, Maritime Studies/Navigation, QSE Management, or related field.

7–10 years of QHSE experience in logistics, maritime operations/chartering, or oil & gas support sectors (experience in maritime safety highly valued; embarked experience or strong maritime environment knowledge is a strong asset).

Certifications: NEBOSH, IOSH Managing Safely, ISO Lead/Internal Auditor (9001/14001/45001), HAZMAT or Process Safety Management.

Designated Person Ashore (DPA) certificate strongly appreciated.

In-depth knowledge of ISM and ISPS Codes, IMO conventions, audit techniques, risk analysis, and crisis/emergency management.

Fluent in French and English (written and spoken).

Strong autonomy, leadership, rigor, adaptability, stakeholder management, and communication skills (written and oral); ability to interpret regulatory texts and translate them into practical actions.
